Montesano regulates land flooded by the Chehalis River and its tributaries under its Flood Damage Prevention chapter, MMC 17.40. Development inside a special flood hazard area needs a floodplain development permit from the city's floodplain administrator.
The administrator compares your site's elevations with the base flood elevation to decide whether you are inside the regulated area. If you disagree with that decision, the code allows an appeal to the hearings examiner.
