Roy City Hall, at 216 McNaught Rd S, is open from 7:30 a.m. to 5 p.m., Monday to Thursday. It is closed on Fridays, so a permit question that comes up at the end of the week waits until Monday.

Roy is explicit that re-roofing requires a building permit. The city lists the fee as $300 plus the Washington State Building Code Council surcharge.

It is a useful signal for everything else. If a roof replacement needs a permit here, assume structural changes, new openings, decks and additions do too, and check with City Hall rather than guessing.

Roy is a Pierce County city, and Pierce County plans fully under the Growth Management Act. That puts it under HB 1337, which since 1 July 2025 has required two ADUs per lot to be allowed, barred capping an ADU below 1,000 square feet, and forbidden owner-occupancy requirements.
