Shelton is the Mason County seat, at the head of Oakland Bay, and it is the only place on our service list that sits outside Thurston County. That is not a technicality. Mason County has its own planning department, its own permitting process and its own approach to accessory dwellings, and almost none of the Thurston County advice you will read online applies here.
The other thing that sets Shelton apart is how much of the surrounding area is on septic and well rather than city utilities. That single fact reshapes what is realistic on a property, particularly for anything that adds a bedroom.
City limits or unincorporated county, this is the question
Inside Shelton city limits you are in an urban growth area, which means state law under HB 1337 reaches you. That requires two accessory dwelling units allowed per lot, no cap below 1,000 square feet, and no owner-occupancy requirement, with a compliance deadline of 31 December 2026.
Outside city limits, in unincorporated rural Mason County, the picture is different. Rural accessory dwellings are generally subject to a special use permit, unless the property sits in shoreline jurisdiction, in which case shoreline permitting may apply instead. Rural Mason County also requires the property owner to live in either the main house or the ADU.

Septic capacity is the real constraint
This is the part people do not expect, and it stops more rural Mason County ADU projects than zoning ever does.
Environmental Health review is a major part of ADU approval here, and Environmental Health has to approve before the ADU permit can be approved. If the new unit will use an existing onsite sewage system, the total bedroom count across the existing and proposed connected structures has to match the septic records already on file.
If your plan pushes the bedroom count past what the approved system was sized for, you are into working with a licensed septic designer on upgrade options.
