Because the Lake Tapps area is split between unincorporated Pierce County and the City of Bonney Lake, building, zoning and shoreline permits come from whichever one your property sits in.

The rules and the permit counters are different, so confirming the jurisdiction is the first step before any design work.

Cascade Water Alliance owns the Lake Tapps reservoir bed and shoreline up to the 545 foot elevation line, along with the dikes around it. Building or changing a bulkhead, dock, boat lift, boat ramp or boathouse requires a license from Cascade.

That license sits on top of the permits and approvals needed from other agencies, which can include the Washington Department of Fish and Wildlife, the US Army Corps of Engineers, and the City of Bonney Lake or Pierce County. Cascade also sets insurance requirements for licensed improvements.

Cascade lowers the reservoir every fall and winter for dike stability and maintenance. The fall drawdown starts around 1 November and takes the lake from summer levels down to about 539 feet, and the spring refill brings it back to the recreational range of 541.5 to 543 feet from 15 April to 30 September.

For docks and bulkheads, the low water months are when the work is easiest to reach, so permits and the Cascade license need to be lined up well before the drawdown. In dry years the lake can also run lower than normal in summer, as it did in the 2026 drought, and Cascade posts current levels and updates on its website.
