What building in Bucoda actually involves
Bucoda is a town of 600 people in south Thurston County, on the Skookumchuck River. Its name is usually traced to three early residents, Buckley, Coulter and Davis, and it was home to the Seatco territorial prison from 1878 to 1890.
The river is the main thing to plan around here. Bucoda has flooded repeatedly, most recently in January 2022, when floodwater covered the town's roads overnight in what local reporting called near-record flooding.
The river gauge is in town
Thurston County reads Skookumchuck River flood stages from the gauge near Bucoda. Minor flooding, over low-lying roads and pasture, starts at about 211.65 feet. At about 213.65 feet individual homes are threatened, and at 215.15 feet the county treats it as major flooding, a widespread threat to communities and main roads.
If you are planning an addition, a new ADU or finished space at ground level, find out first where your lot sits against the mapped flood area. On a low lot, flood elevation rules shape the design before anything else does.
State ADU rules apply
Bucoda is a town in Thurston County, which plans fully under the Growth Management Act. Since 30 June 2026, HB 1337 has required two ADUs per lot to be allowed, barred capping an ADU below 1,000 square feet, and forbidden owner-occupancy requirements.
On a floodplain lot, flood rules still apply on top of that, so the number of ADUs the law allows is not always the number a particular lot can take.
Start at Town Hall
Bucoda Town Hall is at 110 Main St., on (360) 278-3525. In a town this size, a phone call before any design work is the quickest way to find out which flood and building requirements apply to your address.
Local requirements on this page were last checked on 19 September 2026. Codes change, so confirm current standards with the Town of Bucoda before you apply.
